Where military sensors (radar, drones, reconnaissance battalions) have blind spots, the population delivers direct data. Every citizen within a Territorial Division's area of responsibility becomes a potential reporter – especially in rear areas and built-up terrain.
Former servicemembers as trained sensors:
Hundreds of thousands of former militia members live as civilians across the terrain. They recognize vehicle types, read maps, and know reporting procedures. BrainE4 reactivates this dormant potential – without formal mobilization.

Active reconnaissance (Pull):
The intelligence officer can task targeted collection – defining a sector on the map and pushing specific questions to all devices within that radius (e.g., "Is the bridge at grid reference XY passable?").
Peer validation:
Our methodology triangulates individual reports. Misinformation is immediately eliminated through the "arena principle" (mutual verification by reporters on the ground).
Phase 1: Activation (Trigger)
The intelligence officer draws a circle (geo-fence) on the digital map (Swiss topographic maps) around the area of interest. All mobile devices within that sector automatically receive a location-based SMS with a participation link. No app installation required.
Phase 2: Collection & Geolocation (Sensing)
Citizens and former servicemembers report observations in a structured format:
Precise geolocation:
Users mark the exact reporting location via crosshair on the mobile map and can upload geolocated evidence (image/video/audio).
Field validation:
Users mutually validate the accuracy of reports (object identification). Multiple reports of the same event are automatically deduplicated.
Result: A consolidated common operating picture in which 50 reports of a tank are correctly displayed as one vehicle (example: one tank crossing the Rhine at Diepoldsau – not 50).
